UN Emergency Special Sessions: How the General Assembly Convenes

A UN General Assembly emergency special session is a rapid plenary procedure created by the 1950 Uniting for Peace resolution, convened after a qualifying Security Council or member-state request so all UN members can debate a peace-and-security crisis and vote on recommendations.

A United Nations General Assembly emergency special session is a fast procedure for considering a threat to the peace, breach of the peace or act of aggression when the Security Council has failed to exercise its primary responsibility because its permanent members are not unanimous. The procedure comes from General Assembly resolution 377 A (V), known as “Uniting for Peace,” adopted in 1950. It gives the Assembly a forum to consider the matter immediately and make recommendations for collective measures. It does not transfer the Security Council’s Charter powers to the Assembly or erase the Council’s primary responsibility. [1][2][3]

An emergency special session can be triggered in several ways. The current General Assembly rules say the Secretary-General shall convene one within 24 hours after a request from the Security Council supported by any nine Council members, a request from a majority of all UN members, or majority concurrence with a request initiated by one member. The original 1950 resolution referred to seven Council votes because the Council then had 11 members; the procedural rule now reflects the expanded 15-member Council. The Secretary-General’s role follows the qualifying request rather than an independent political judgment about the crisis. [1][4][5]

The 24-hour rule distinguishes this mechanism from an ordinary special session. Article 20 of the UN Charter permits special sessions as occasion requires, and the Assembly’s rules ordinarily provide up to 15 days after the relevant request. For an emergency special session, the Secretary-General must notify members at least 12 hours before opening. A Security Council meeting, a regular Assembly session and an emergency special session are therefore different proceedings even if they address the same conflict. News reports should identify which body acted and which procedural route it used. [4][6]

The Assembly moves directly to the requested item in plenary. Rule 63 says an emergency special session normally proceeds without first sending the item to the General Committee or one of the six Main Committees. The president and vice-presidents are drawn from the delegations whose chairs held those offices at the previous Assembly session. Delegations may deliver statements, negotiate draft texts, propose amendments and vote. The rapid opening does not mean an immediate final vote: diplomacy over wording and sponsorship can continue during the session. [7][8]

Each UN member has one General Assembly vote. Recommendations concerning international peace and security are “important questions” and require a two-thirds majority of members present and voting. Under rule 86, that denominator counts yes and no votes but not abstentions. Other procedural or subsidiary questions may use a simple majority unless the Assembly decides they fall into an additional important category. A resolution’s vote total therefore needs context: abstentions affect political interpretation even though they are excluded when calculating the required two-thirds share. [7][9]

The Assembly may recommend ceasefires, humanitarian access, investigations, diplomatic steps or collective measures, but its peace-and-security resolutions generally do not bind governments in the same way as a Security Council decision adopted under applicable Charter authority. UN materials describe most Assembly outcomes as recommendations while recognizing limited Charter-based institutional and budgetary decisions that can have binding effects. An emergency resolution can still carry substantial political weight, document a broad international position, influence national policy and create mandates or requests within the UN system where the Assembly has authority. [2][3][9][10]

An emergency special session need not be a single uninterrupted meeting. The Assembly can temporarily adjourn and later resume the same numbered session when members return to the issue. The tenth emergency special session, first convened in April 1997 on the question of Palestine, has held resumed meetings many years later. A headline saying the Assembly “reconvened” may therefore refer to a resumed existing session rather than creation of a new numbered emergency session. The UN session page and meeting records show the dates, draft resolutions, recorded votes and adopted texts. [4][11]

To evaluate a new emergency-session report, verify the formal request, its sponsors or Security Council vote, the agenda item, and whether the meeting is new or resumed. Then read the adopted resolution rather than relying on a summary: operative paragraphs reveal who is asked to do what, while the roll call shows support, opposition, abstentions and absences. Separate the procedural fact that the session was convened from the substantive outcome, and separate a political recommendation from a legal command. Those distinctions explain both the mechanism’s importance and its limits during Council deadlock. [1][4][7][9][11]
